What is Live Scan Fingerprinting?

Live Scan Fingerprinting is an inkless electronic means of capturing fingerprints and palm prints in a digital format and is transmitted instantly to state agencies and or the FBI. 

Background Check & Criminal Record Analysis

Once submitted, the state or FBI’s Automated Fingerprint Identification System (AFIS) then searches and compares the digitized fingerprint images it receives with the criminal records in its databases. Once the search is complete, a response is sent back to the Agency or fingerprint vendor (Morgan Security), declaring if the person has or does not have a criminal record. 

Live Scan fingerprinting is also known as Biometric Prints or Electronic Fingerprinting.

Live Scan Results

Once the Live Scan fingerprints are submitted electronically to a State agency or FBI, results are typically received within hours but sometimes they may take two to three business days.
 

Secure Scanning

With the old ink and card method, fingerprints had to be mailed, but with Live Scan fingerprinting there is no need to mail your files. Live Scan fingerprinting eliminates the chances of fingerprint cards being lost in the mail system. Morgan Security’s Live Scan fingerprint system uses a secure capture and secure network transmission (VPN) of an applicants’ fingerprints ensuring your data and identity are protected.

Your Identity is Protected!

Under state government licensing, all Live Scan vendors must undergo state-authorized fingerprint scan training before their fingerprinting license is approved and issued. In Illinois, Fingerprint confidentiality is well protected per the amended Public Act 95-613. The fingerprint and criminal history records as stored in the highly secure databases of Indiana State Police, Illinois State Police, and the FBI.

Live Scan vs Ink and Card Fingerprinting

Live Scan fingerprinting devices have built-in quality control by incorporating live error detection. As the fingerprints are scanned, the scanner software determines if the fingerprints were rolled correctly and in proper sequence.

Before Live Scan fingerprinting evolved, legacy ink fingerprinting was the only way to fingerprint for background screening. Legacy fingerprinting involved the old rolled ink impressions or the ink and paper method. Poor quality prints would delay background checks using the old ink method. Applicants would never know if the fingerprints sent out by mail were acceptable until the state fingerprint technician reviewed them and rejected them in a response letter by mail. Manually processed and submitted fingerprints increased the potential for errors and delays, increasing the number of resubmission requests.

For Licensing, Certifications & Job Requirements

Many organizations such as Health Care, Child Care, Chauffeurs, Public & Private Education, Local Government Agencies, Security Guard Applicants, Concealed Carry Licenses, and even the Medical Cannabis business require employees to pass criminal background checks.

Security Guard Applicants (pERC)

In the private security business, many state government regulations require individuals to be licensed before applying for a security guard position. In Illinois, for example, applicants must apply for a Permanent Employee Registration Card or better known as PERC card. State and FBI federal fingerprint-based background checks are mandated for licensure in Illinois by the Illinois Department of Financial and Professional Regulations (IDFPR).

Even if a state does not require such a license, most private security firms require applicants to pass criminal background checks. The easiest way for an individual to pass a background check is to be Live Scan fingerprinted. The applicant’s fingerprints are then analyzed through the state and or FBI criminal databases.

Live Scan Fingerprinting Identification Pre-Requisite

Illinois ID Required

Anyone requesting a fingerprint scan must provide the appropriate proof of identification. A valid unexpired photo ID is acceptable, such as a State-issued Driver’s License or State ID Card.

Indiana ID Required

In Indiana, the acceptable form of identification for fingerprinting is; A valid government photo ID, such as a State-issued Driver’s License or State ID Card, a Passport, Military ID, or a Visa.
